Dan Kuntz
Business Manager
Dan has been a proud and active union member since 1983, bringing decades of hands-on experience in welding, tunnel and bridge work, asbestos and lead abatement, landfills, and more. He has served in roles ranging from laborer to foreman and steward. Dan has held numerous leadership positions, including Business Manager of Local 435 since 2012 and Secretary/Treasurer of the Rochester Building Trades Council since 2011. He is also deeply involved in many boards and community organizations, including serving as Chairman of UNiCON and a trustee to multiple labor funds. A dedicated volunteer and award recipient, Dan has been honored by groups like the AFL-CIO, United Way, and Coalition of Black Trade Unionists. He is a graduate of Edison Tech and Cornell’s Labor Series, and continues to advocate for workers at conferences and community events.

Carmen Serrett, Jr.
President/Regional Organizer
Carmen has been a dedicated union member since 1998. He became an Organizer/Agent for Local 103 in 2002 and went on to serve as Recording Secretary for three years and Secretary/Treasurer for two. In 2007, he joined the New York State Laborers’ Organizing Fund, where he continues to serve. Carmen was appointed Trustee to the Funds in 2018 and has held multiple leadership roles within Local 103, including Sergeant-at-Arms (2012), Executive Board Member (2013), Recording Secretary (2016–2018), and was appointed President in 2018.

Eric Waters
Vice President
Eric has been a proud member of the union since April 2001. Over the course of his career, he has worked with several respected contractors, including Pike, LeChase, BVR, Welliver, and Massa, gaining extensive experience across the industry. He has served as Union Auditor for both Local 103 and Local 435, demonstrating his commitment to accountability and strong financial stewardship. In July 2018, Eric was appointed to the Executive Board, and in January 2019, he was elected Vice President. Most recently, in July 2024, he assumed the role of Apprentice & Training Coordinator, where he continues to support members, promote training opportunities, and strengthen the future of the union.

Austin Kuntz
Secretary Treasurer/Regional Organizer
Austin has been a member in good standing of the Laborers’ Union since 2017 and has worked for the union since 2015. He began as an Administrative Assistant before advancing into organizing roles with Local 435 and later the New York State Laborers’ Organizing Fund, where he currently serves as a Regional Organizer. Austin has held multiple leadership positions, including Executive Board Member and Secretary-Treasurer, appointed in 2024 and re-elected in 2025. He also serves as a Trustee for several Laborers’ Benefit and Training funds. Austin holds a Bachelor’s degree from Niagara University and has completed multiple LiUNA Training classes.

Frank DiMartino
Business Agent/Executive Board Member
With over 30 years in the construction industry, Frank has extensive experience leading demolition, concrete, masonry, and foundation projects. After working with CP Ward, Manning Squires Henning, and Mark Cerrone Inc. as a Labor Foreman, he became Business Agent for Local 435 in 2020. Frank also serves on the boards of UNiCON, Local 435’s Training Trustees, and the By Laws of the Rochester Building Trades. Frank is an active member of the District Council and the Rochester and Buffalo Building Trades.

Rafael Garcia
Recording Secretary/Business Agent
Rafael joined Local 435 in August 2017, gaining hands-on experience in heavy highway work, asbestos removal, and nuclear projects. From 2018 to 2023, he worked with Dakksco Pipeline on a variety of infrastructure projects including pump stations, vaults, tunnel repairs, site work, and new water line installations. In 2023, after a period with Pike Construction, Rafael was appointed Business Agent for Local 435. He has also served as Sergeant-at-Arms (2019–2024), and currently holds positions as Business Agent, Recording Secretary, and E-Board member.

Michael Gay
Business Agent/Executive Board Member
Michael joined Local 435 in 2008, working with various contractors before establishing long-term roles with Sealand and, most recently, Crane Hogan. Throughout his time in the field, he has gained experience across multiple phases of construction and earned numerous certifications through the union’s training department. He was elected to the Executive Board in June 2016.
